Memory and Betrayal: Marking Five Years Since the Tigray Genocide and Three Years of a Hollow Peace.
The Pretoria Cessation of Hostilities Agreement (CoHA) was signed on 02 November 2022 on three
fundamental pillars intended to end the conflict and build a sustainable peace: unhindered
humanitarian access to Tigray, the restoration of constitutional order, and the protection of
fundamental human rights. The systematic failure to realise these pillars forms the basis of the
legal case against the Ethiopian government.
